Urgent UAE: statement of categories exempted from fines and ID card fees

The following is a statement of the decision of the federal authority for identity and citizenship regarding the categories exempted from fines and fees for renewal of residence from expatriate residents, GCC citizens and UAE citizens.

1/ An individual who has left the country and spent more than 3 months outside the country, or a resident whose residence has expired while he is outside the country, and the validity period of his identity card expired after the date of departure, provided that this is proved by the date evidenced by a travel document.
2/ An individual whose identity card has expired after being deported by an administrative order, decision, or judicial ruling, or whose passport is being withheld pending cases or due to the renewal of a passport, provided that this is proved by a letter or receipt issued by the competent authorities that deported or stopped him pending cases or by a passport renewal receipt.
3/ The deceased, an individual with an infectious disease, clinically disabled, or with total or partial disabilities, provided that this is proved by a medical certificate issued by the competent authorities in the state.
4/ Heads and members of diplomatic missions and staff members of diplomatic missions located within the country.

5/ Heads and members of consular missions and staff members of consular missions located within the country.
6/ Heads and members of international organizations located within the state.
7/ The elderly category (70 years and above) who are unable to reach the registration centers in the UAE, provided that this is proved by the registration abstract, passport, or any other document approved in the country stating the age of the customer.
8/ The category of Social Security beneficiaries and their guarantors must prove their status by an official certificate issued by the Ministry of social affairs of the state or the competent authorities.
9/ An individual who has not been issued an identity card for the period before obtaining the citizenship of the state and before receiving the Registration Summary.
10/ The delay resulting from an attachment error or for a reason due to the authority's systems, one of its employees, or one of the printing offices assigned by the authority, and the resulting error delay in registration or renewal of the identity card.
